“There will be silence on the senate floor!”
The words where seemingly shouted from a thousand places at once by the older man who acted as the house speaker, his job was to attempt to keep a semi-resemblance of order to the chaos that normally occurred within this chamber, which could and often was a nightmare in and of itself. The Terran Confederation was simply that a Constitutional Federation formed originally by treaty and later by the establishment of the Terran Confederate constitution its job was to act on the federal level for the benefit of all members worlds, its form was based on several older systems that had been in place at one time or another on earth for example the speaker was a neutral party and was unable to hold a vote in any matter brought before the Senate or the house of representatives, there was a President, the current of which was the striking young women whom the speaker was trying to allow to speak, she had ministers whom where appointed by her given that her party held the majority of power at the current time in this matter it was much like the old United States, English or even Australian systems that had been in place back in the twentieth and twenty first centuries of the old era. However unlike those periods there was no preference voting, your votes went towards the person you voted for and the Confederate constitution only required that you be a Citizen in good legal standing to be allowed to run, it lead to a rather colourful mixture of parties within both houses of government, at the current time for example President Harding’s Democratic Union held the balance of power, having actually managed to get 18 senators within the house plus several of the independents on-side, however before that in the waning years of the previous government there had been no clear winner resulting in coalitions having to be formed between representing parties which could and often had fractured and changed based on the current situation within the confederations borders. It was likely actually that very fracturing that had led to Harding getting the votes she did, well that and her recent work on forming a lasting treaty with the Warrior unity.
“The chair recognizes the Honourable President Jessica Harding”
The slightly dark skinned, high boned but attractive women flicked her dazzling blue eyes across the speaker and gave him a small smile, she wore a simple plain cut single suit that while formfitting was not overly so and while most simply regarded it as her following current fashion those close to her both within and outside the party knew it was actually more for function, the President was a Questar, she had grown up on-board starships and she was a qualified pilot in her own right, attempts to put her in a dress or even a business suit had failed, she wore what she had all her life, a ship suit, capable of in a pinch supporting her in the vacuum of space or more likely the occasional thrown missile here.
“Thank you Mr Speaker, Fellow senators and representatives, honoured guests” she paused and glanced up to the ‘upper’ floor of the senate where guests normally sat to view proceedings, several where there including her husband and partner Ker’an of the Unity and their twin children.
“It is my great joy to stand here before you today and hold perhaps the item that will be my legacy not only to the Confederation, but to my children’s generation and hopefully many more to come. We all know the amazing circumstances that brought us into contact with our distant cousins of the Unity, just as I am more than certain you are aware of the.. Personal interests I have in making certain that our people will never see war against each other. For the past Year we have toiled within both houses high and low to come to an agreement that would see the treaty that I am about to hand to the speaker brought into existence, it is Mr Speaker the work of many people and within it I hope the seeds to steps that in time will see another member nation added to the confederation. “
She paused for a moment to take a small breath and gather her thoughts her gaze again flickering to the two children who stared down at her seemingly so young and yet she knew far wiser than their age or looks gave away, both where the first human-warrior offspring, genetic hybrids and she knew that would not always be easy for them being different never was, she knew that all too well herself. The moment of reflection though passed and the most those watching would recall was that she looked to the two children before continuing.
“This treaty Mr Speaker formally recognizes the Warrior Unity as a Stellar nation, it stipulates the rules of trade between our nations, how the laws of both societies will effect citizens when they are within the zone of authority of each nation. But most of all it lays out the pathways to the future, pathways that have us both agreeing to defend one another, pathways that state despite thousands of years of separation we are from the same source, we are kin and we are willing to acknowledge that fact. We do not deny the unity the right to call our home their own as well. The Earth was the cradle for both our people and while they lay no claim to it we through this treaty are embracing the fact that they are from our world. I could continue to go into depth on all that we have accomplished here over the last 12 months but there is no need, instead Mr Speaker I commend to the house for ratification the Confederate – Unity Treaty.” She handed over the slim form note paper to the young man next to her who moved to hand it to the speaker.
“Is this motion of Ratification of the Confederate – Unity Treaty seconded?”
The speaker looked around the senate as a member on the other side of the table stood, he was a gruff looking older man dressed in a standard suit, most knew him as Senator Gregor and he was the major opposition to the president and a few thought he might actually move to block the passing of the treaty.
“The Chair recognizes the Senator for Ceti Prime the honourable James Gregor”
Gregor gave the speaker a small nod and then smiled at Jessica before clearing his throat slightly.
“Thank you Mr Speaker, many here think they know what I’m about to do, they are wrong. I second the motion of ratification Mr Speaker, but I would like to say a few words if I may?” He glanced to the speaker who gave a small nod of affirmation.
“Thank you again Mr Speaker, I would like to state that like President Harding I see today as a special day, all those in this government have worked hard to get this treaty to this point, we have fought, we have argued and yes at times we have like the human beings that we are slandered and hurt each other along the way. But in doing so we have shown that we are just that human. Many know that I stood opposed at first to some of the concessions that where written into the treaty, I believed that dual citizenship was uncalled for, the president believed otherwise. Many would have simply stood fast and hammered until I gave in simply because I was sick of the fight to her credit she did not, instead the president invited me to a private dinner alone with her, her husband and her two children, and I think that it was that dinner and simply watching rather than anything said or done that convinced me that those born of both blood should have the right to be citizens of both nations. We have a lot to learn from our distant cousins Mr Speaker, but we also have a lot to learn from the new generation being born since their return. As in the past there are those out in the community and even in this chamber who cry foul, who will state that unions between Human and Warrior is un-natural, but I ask them to look at the two beautiful children watching us today and say that Mr Speaker, I know that I cannot.
While part of me fears the day that the Unity and Confederation become one, this treaty is not that day, this treaty however does however as the president rightly stated pave the way to embracing the fact we are related both genetically and spiritually. We may be different but is that difference not what makes our Confederation so great? Is it not that difference which we have fought three civil wars for over the course of the past two thousand and twenty four years something which all of us must embrace? Only by being different can we begin to see how special we all are, the Unity is very different but they are willing to abide by our laws within our space, they are willing to go on record and state they will stand beside our own forces to defend our space and there are some who are even beginning to embrace our life style. This mixing of culture is something this treaty helps and as the first colony of human kind and perhaps the greatest mixing of culture in known space, Ceti Prime could never stand opposed to it.”
He moved to sit and the speaker sighed for a moment listening to the faint murmurs across the senate floor before speaking again.
“The chair calls for a vote on the ratification of the Confederate – Unity Treaty, all those in favour say Aye?”
A resounding chorus of Ayes went around the senate chamber.
“All those not in favour say nay”
There was a scattering of nay’s from people but nowhere near the volume of the ayes, had there been the speaker would have called for a count in which case a formal vote casting would have taken place and been tallied in this case however there was no need.
“The ayes have it, let it be known that as of 1341 Universal Time Count, on the Fourth day of the Two Thousand and Twenty Fourth year of the Terran Confederation that the Confederate – Unity Treaty is here by rendered into law, may the records take note, if there is no further business? This sessions is adjourned”
The Chair brought the gravel down signalling the end of the session.
